Kathy West-Evans

Kathy West-Evans is the Director of Business Relations for CSAVR (Council of State Administrators of Vocational Rehabilitation). Kathy is a nationally Certified Rehabilitation Counselor (CRC) who is fluent in American Sign Language. Kathy leads the National Employment Team (The NET) which is a national collaboration of the 80 public VR agencies focused on working with business to increase the employment of people with disabilities. Working through a team of VR Business Consultants across the country, The NET meets the employment needs of business through qualified applicants with disabilities and a variety of employer support services. The NET and their VR partners in the Veterans Administration and the American Indian Rehabilitation program represent the largest talent pool of candidates with disabilities in the country.

Kathy started her career in the field of rehabilitation in 1978 at the Hearing, Speech and Deafness Center where she managed the Projects with Industry (PWI) program. She moved to the Washington State Division of Vocational Rehabilitation (DVR) in 1983 as a VR counselor for individuals who are deaf, deaf-blind or hard of hearing. Kathy held a number of positions within DVR during 14-years with the state agency. From 1997-2005 Kathy worked as a Rehabilitation Program Specialist for the Rehabilitation Services Administration in the U.S. Department of Education, Region X, covering the states of Alaska, Idaho, Oregon and Washington.

Kathy has her MPA from Seattle University and a Bachelor of Science from the University of Washington. She has published a number of articles and received honors from a variety of organizations including the National Rehabilitation Association, the Consortia of Administrators of Native American Rehabilitation, the U.S. Department of Education, the Western Symposium on Deafness, Hyatt/Hands on Education and the American Public Welfare Association.
